So you have decided it is time to be freed of your flesh and replace that soft and vulnerable squish with the superiority that is steel(ironically it's just as soft)? Good, this is a brochure of the path to evolution. Viktor is an extremely manly(roboty?) AoE mage, despite his obsession with steel being stronger than flesh he is actually as soft and squishy as your typical mage. He doesn't have the greatest utility and very limited mobility but what he do have is damage, lots and lots of damage. Viktor brings utterly insane AoE damage output for his teams with the added bonus of very high sustained damage and the fact that all of his damage is very reliable. A lane bully against anyone that can't outrange him with crazy ratios and base damages make Viktor a monster at basically all stages of the game.

Flat AP Quints - Early game damage, same AP as a Doran's yo!
Mpen Marks - Nothing beats them for mages, sometimes you see hybrid pen but with Viktor his Q turns his autoattack in 100% magic damage so they aren't really an option for him.
Scaling HP Seals - Standard durability choice for seals, if you are against an AD champion in lane I would recommend going flat armour seals instead.
Glyphs - 6x Scaling CDR gives you 10% at level 18 leaving room for 30% via items which you have plenty of choices for, the 3x MR glyphs are just there to fill it up with some efficient use of the 3 remaining slots.
Which of these 2 you get is preference, do you want to be able to get round the map faster or to have an easier time last hitting? Personally I value the movement speed over 5 extra damage to minions.
18 seconds on Blue buff just isn't worth mentioning, Secret Stash for the extra health/mana on your potion is far superior and will be a lot more noticeable during lane than Assassins 1.5% damage(which pretty much stops working late game).
When your primary role is dealing shit tons of damage its kinda hard to ever argue against a mastery that makes you do more damage.
Bandit is primarily a support mastery so it is no surprise that Dangerous Game is your choice here.
Between these 2 I go for Precision as it offers a nice amount of free penetration which is extremely important since I , most of the time won't get Sorc shoes on Viko I don't have all the early pen. Also with the build and runes I suggest you will get to 35% CDR, half this mastery would be wasted since you won't get 45% CDR without a blue buff.
This is the keystone for any burst mage! The extra damage on your combo/harass is always appreciated + augmented Q is basically Stormraider's built in.
An obvious choice, as a spell caster the spell damage is worth far more than some attack speed.
Vik wants the damage, so he takes 1.5% more damage but that is unimportant as 1.5% extra damage to a squishy target will barely make a difference, they die quickly regardless. 3% more damage dealt however on a pure damage dealer is a very strong bonus.
A choice between 2 crap talents but Natural Talent is easily better as the healing from Vamp is not even worth thinking about and will not change anything in a game whereas the extra AP will at least go somewhere and matches the value of 3 AP quints late game.
Since Rylai's is a core item for Viktor I'd take Oppressor as all his spells will apply the criteria required to benefit from the extra damage.
For your second summoner on Viktor there are plenty options since hes quite a versatile mage for it and I do think its really down to your own preference which you run.
- Lane pressure, it does increase your kill potential greatly and Vik uses it well but it will have a major impact on your surviability especially later on in the game.
- Personal preference here, I take Barrier to keep myself alive at all stages of the game as Viktor is pretty easy to kill or catch whereas as far as damage is concerned he has no lack of burst or sustained damage so rarely requires much help to kill things.
- Extremely low cooldown and really beneficial for mobility especially during teamfights.
- Less champion specific, some midlaners just like using TP over other summoners.
Laser comes first since it is your primary damage tool. It has more versatility than Q as it is has a longer range and AoE and once upgraded(which should be ASAP) it is a 1.2 AP ratio ability which is just crazy good. This spell is also Viktor's waveclearing ability and it is a godlike one with the ability to clear entire waves in 1 cast once he has some AP on him.
Q obviously comes next since it is still a reliable damage spell and the DPS gain from leveling it is huge since its cooldown literally halves over the course of leveling.
W is maxed last because its the utility move on a damage mage. For the most part it is a 1 point wonder and it is far too unreliable to be considered over Q. With each rank it gains CDR and the % of the slow per stack increases, the slow increase is actually significant since once it has some ranks in it, it will stun someone before they can escape if it's placed on them unless they have a dash.
This is a full man mode, near 0 survivability build with a pure focus on damage. Viktor's builds are actually super versatile and what you buy can vary massively. With this build you will kill squishies with E+Q+AA and everyone will jaw drop at your damage, your sustained damage will also be incredible but if you get caught out of position for even 1 second you will die. I prefer to play to avoid those situations ever happening but there are many items to increase your survivability depending on how a game is going.

To explain this build order a little bit, Hex E comes first always as it's too important to skip on due to the waveclear bonus it provides although it is 1250 gold which is sometimes a pain to save up for meaning you might end up getting an ingredient for Morello's before you get it. Hex E first, Morello's next for the wellrounded stats and then you complete the Hexcore(Q>W) to get the most out of your own kit ASAP. After that you will want to get Rylai's before putting any big money on pure damage due to the utility and surviability it offers but once you have Rylai's/Morello's it's time to go big on damage with Deathcap/Void(which ever you can afford first). - Viktor's augment item is crazy good, at level 18 for 3000 gold it is a 180 AP item with 450 mana and modifies all of his abilities. It's here not only because you don't have a choice in the matter since you can't sell it but also because its just insanely good... 180 AP? Cmon.
- As a mage who is 90% damage 10% utility Viktor will want to build with damage as his primary concern and these 2 items are absolutely 100% necessary to achieve the maximum damage potential.
- Well rounded stat stick and the most convient source of CDR for you and CDR is a very important stat for Viktor regarding his Q / E.
- Rylai's is a core item for Viktor for its synergy with 3 of his abilities.
Q - The low CD on Q and the fact it is single target(40% slow) combined with the speed boost it provides when augmented means the movement speed difference between Viktor and his target are huge since hes faster and they are slower.
E - The slow on the initial part of the laser makes it much easier to land the aftermath detonation.
R - Best bit! With Rylai's Viks ult becomes unescapable so the moment you plonk it on someone unless they have a mobility move they are doomed to get hit by the whole thing.
These are the 3 non-core items that you should consider based off the situation at hand. Remember all 3 have 10% CDR on them so if you buy 1 of them make sure to not overcap on CDR with Lucidity boots(ie get sorcs)
- Need MR? Whether it be for a high magic damage team or to survive a brutal lane match up Abyssal is an excellent buy and you can rush the item if you need to.
- Whether it be due to laning against an AD assassin like Talon or Zed or because you simply need the active to survive in teamfights, Hourglass is going to be a really common buy for you despite me not listing it in the main build.
- In the rare occassion that you are just so incredibly fed and the game before you is easy you can opt to buy a Lichbane for the true pure damage approach. A Viktor that is ahead with a Lichbane is the kind of guy that kills a squishy with Q+E+AA.
Early lane on Viktor is about establishing dominance if you can, you should actively try to Q+AA your opponent from the get go and do that whenever it is off cooldown, once you get 2 points in your laser you can start using that to harass as well, ideally hitting the wave at the same time to apply pushing pressure. Not all laners are easy to do this against, there are laners that simply outrange you(Azir/Xerath) or laners that are really good at just not letting you close the gap to attack them and punish you hard if you do(Vel'Koz/Anivia). Outside of that do keep aware of what you are, you are a squishy immobile mage with average ability to escape ganks so don't be surprised if you are chosen as the enemy junglers favourite lane to camp.
You should aim to back with at least 1250 gold, that is enough to augment your E although it is a fairly high amount of gold for a first back so if you can't afford it don't be afraid to go for Dorans/Morellos ingredients. The moment you get your E you will feel a considerable powerspike since you will be able to one shot ranged minions at level 7(6 with AP per level glyphs) and push harder than pretty much any champion in the game. This frees you up to poke your laner under their tower with your laser, get ganked yourself :( , or go roaming if your are against a particularly weak counterpusher although the best time to roam is always when your laner backs and you are still in lane. People often think you need mobility to gank side lanes which really isn't the case especially as a mage like Viktor where you just run in behind them and lay down huge damage that is bound to get summoners if not kills.
You should aim to get in fights with your jungler, Viktor is fantastic at 2 vs 2 skirmishing thanks to his reliable and high damage output especially with his zoning potential with his R since the natural reaction is to flee from it.
Roaming - People like to walk about their own jungle on their own and farm wraiths or overextend in their lane when there is no tier 1/2 towers left. Stick with your team at all times since the enemy team will be looking for opportunities to pick people off especially you to stop you from getting a chance to ult in a teamfight, don't be surprised if that enemy Vi Flash-s on to you.
Towers - When it comes to defending or sieging towers you job in either case is to simply fire out as much poke as you can with your laser, at late game since you are throwing around a 1.2 AP ratio spell it will chunk huge amounts out of a squishy's healthbar should it hit them. Don't get to cocky thought as you are not particularly long ranged and has nothing outside of Flash to escape quickly be prepared to retreat as the enemy team won't hesitate to engage on you should they catch you out with something. Only once it is safe to do so should you attack the tower, that is if the enemy back off and are giving it free.
Teamfights as Viktor are simple, R+E combo either the biggest cluster of enemies you can find, or if the enemy team has someone that needs to be taken out do it on them instead. Viktor's REQ combo late game is typically enough to burst 80-100% of a squishy's health, all you need to do is to get close enough. Outside of that he is easy, Q anyone whenever you can, Laser anyone whenever you can and try place your stun field in a place that either immediately stuns someone or completely blocks off a part of the battlefield(especially in the jungle).
So that's my short guide on Viktor, a short-medium range mage that packs a colossal amount of damage and arguably the best waveclear in the game and in general is a very reliable champion for his role.
