Next, Get which ever you Didn't get before: thornmail or force-of-nature or youmuus-ghostblade

For your final item get either the other defence item, or another phantom-dancer

Death of MS anti ad rammus.
Unfortunately with the removal of precillias blessing, this build is no longer usefull. I will try to play around with him and see if Move speed is still good, however for the time being I would recommend building him tank.
Introduction
Hello, I'm AditionalPylons here on league. This is my first guide that I've actually realeased and took time to do ^^'. I am sadly stuck in the mid-low Elo, however I understand the mechanics of this game thoroughly. I've been playing league since just after beta, and have seen all of the (not so) brilliant things that Riot have done. I forsee some speed nerfs in dominion, as currentally in my opinion speed build rammus is one of the strongest champs.
My Runes are completely based off of this build

Reds: Armor Pen: Since you are not going to be building true tank, the armor pen will help with your really high attack speed, alternatively, you could just get more of that.

Yellows: Flat Armor: Your meant to chase ad carries with your DBC, armor is just lovely

Blues: CD per level: Now this can be switched, but my theory is that you want to get as low a CD on your powerball as you can, You can also go with MR per level

Quints: Move speed: This lets you run around as fast as possible
Masteries
0-9-21 on a tank? Why would you do that?

Since you are not building tank Rammus, you want to get as much utility as possible, Revive has a really long CD so you want get the 21 in Utility for the Move speed and Cooldown reductions.
You can substitute the 9 in defece for 9 in offence, it's all in your play style.
Summoner Spells

Explanation:

REVIVE? IN DOMINION? ARE YOU CRAZY??!?111?1!?!??1ELVELN!1!!!

It seems strange at first, but in solo queue, you can pull amazing clutch moments with revive, if you use revive, powerball, ghost, precilas, and youmuus, you will have around 1500MS, that's enough to go wherever you want in about 2 seconds.

*EDIT* Upon further playing I believe you should take revive on almost EVERYONE. The size of the map is just so small that revive can easily let you pull off too many crazy moves. I forsee a nerf or ban to revive.

You can substitute Promote, Exhaust, or Garrison if you REALLY want to, however it's not reccomended.

Ghost is pretty common as this build is made for you to get around and steal points.
Skills
[skills/rammus/p.png] Passive: Spiked Shell

Rammus gains additional damage as his shell becomes reinforced, converting 25% of his armor into damage.

Explanation:

This passive is simply amazing, it lets you solo most champions near the end of the match. With this passive and my build you will have around 200+ AD, which is a heck of a lot with all your other skills.



[skills/rammus/q.png] Q: Powerball

Rammus accelerates in a ball towards his enemies, dealing 100 / 150 / 200 / 250 / 300 (+100% of ability power) magic damage and causing 20 / 25 / 30 / 35 / 40% reduced movement speed to nearby enemies on impact for 3 seconds.

Cooldown 12seconds
Cost 80 / 90 / 100 / 110 / 120mana
Range 300


Explanation:


This is the reason this build can work, you will have such fast moves peed with this that you will be able to out run anything. The small aoe you can do with this can also sometimes save towers if your enemies are staying to close to each other. I max this last as it only gives you more damage and ends up costing more mana.



[skills/rammus/w.png] W: Defensive Ball Curl

Rammus goes into a defensive formation for 6 seconds, increasing his armor and magic resistance by 50 / 75 / 100 / 125 / 150 and returning 20/30/40/50/60 +10% of total armor as magic damage to attackers.

Cooldown 18 seconds
Cost 50 mana


Explanation:


Dat Ball curl. What can I say about this ablity other than it being amazing 150 armor is a ton, and will let you do alot of damage, returning 60 per hit + a thornmail is just overkill. If the enemy carry/ad isn't fed, you should be able to kill the in a few seconds. I max this first so that you can survive.



[skills/rammus/e.png] E: Puncturing Taunt

Rammus taunts the unit into a reckless assault, reducing their armor by 10 / 15 / 20 / 25 / 30 and forcing them to attack Rammus for 1 / 1.5 / 2 / 2.5 / 3 second(s).

Cooldown 12seconds
Cost 50 / 65 / 80 / 95 / 110mana
Range 325


Explanation:


This is what makes you super annoying, especially if fighting with your team. 3 seconds of being forced to hit you does a ton of damage. You normally want to uses your dbc with this, or it's not going to have the full effect. I max this second for the time increase.



[skills/rammus/r.png] R: Tremors

Rammus creates tremors beneath him, dealing 65 / 130 / 195 (+30% of ability power) magic damage per second to nearby units and structures. Lasts 8 seconds.

Cooldown 60seconds
Cost 120mana
Range 300


Explanation:


This abililty makes Rammus push like a boss in the normal game mode, but it is maily used to deal additional damage in your combo on domonion. Don't underestimate the damage from this ability, (195x8= 1560), nearly 1600 damage, and remember, it's an aoe.



Item Builds
[imgext=][items/boots-of-mobility.png] : These are pretty standard on anyone who wants to move fast. This will help your team get top tower first almost 90% of the time.

Precilas Blessing: Since your goal is to cap points this item is just lovely. The Health regen is not too bad if your ever forced to defend a tower, but the real prize with the is the increased cap speed.

[items/phantom-dancer.png] : Now this is where people start to think I am trolling. Most people see rammus as a tank, which he rightfully is, however in dominion he can offer a different role. The main reason for getting this is the move speed, however late game when you have 200+ armor and 200+ AD this lets you hit for about 3-4 times every taunt, which with [items/thornmail.png] and [skills/rammus/w.png] lets you do insane damage

[items/thornmail.png] : This item is pretty simple to figure out why I get it. Since you are going to force the enemy to attack you, it's a good idea not only to get some resistance to getting attacked, but to also throw that damage back at them. Oh, but wait there's more. This item also makes your [skills/rammus/w.png] hit for more, which in turn does more damage. BUT WE'RE NOT DONE YET! Thanks to [skills/rammus/p.png] you will also get 25 AD from this, which is like a free [items/pickaxe.png]. This item is almost madatory if they are not super heavy AP, it's just too good on rammus.

[items/force-of-nature.png] : If they have some decent AP I would definately consider this. Not only will it give you some nice health regen, but it also gives you move speed, which is exactly what you want.

[items/youmuus-ghostblade.png] : Ok, I can undersand all the other items, but Youmuus? Why would you do this? There are better move speed items.... Youmuus is one of those items that just gives you a little bit of everything you need. The AD it gives you goes so well with all your armor late game and lets you hit like an AD carry. The move and attack speed thhat it gives you from the active is also great for getting around the map, or fighting anyone really. The cooldowns are just amazing, with the runes you will have enough cd to be using [skills/rammus/q.png] to go wherever you want. The crit is not really that useful, but hey, it's not a bad thing.

Anyone else I'm either currentally not sure of or I simply forgot.
Early Game
Alright, so right away your going to want to be heading to right away alright 99% of the time. Normally you will be fast enough to get to the top before any other character (I had a Shaco get there at the same time once, that was the only exception). When 1:20 hits turn on ghost, then wait a bit for your [skills/rammus/q.png]. This is so that you can hit the speed shrine while your powerball is up, resulting in getting to the top about 1-2 seconds faster. After you get top stick around, there will usually be the first team fight of the game. If you choose, you can avoid the fight at top and rush to get the enemies middle, but this usually backfires.
Mid Game
Your main goal during most of this is to be the most annoying thing on the map. By now ideally you'll have all of your move speed items and should be using [skills/rammus/q.png] to get around the map at redicular speeds.
Late Game
Late game (which is about 20mins or so) you should have enough defense to solo any of the melee or ad carry champs. You could try to fight the AP carries, but they usually have a stun which renders your [skills/rammus/r.png] useless as they will simply walk away. If your team is winning at this point, just try to prevent the enemies from capturing as best as possible, and if your team is losing, go and ninja those points
Final Comments
This Guide is very much still in the works, and will most likely change as more testing goes on. Try to give this a try when you can, and see if it works out for you. This build is meant for SOLO QUEUE, and I have absolutely no clue if this would work with an organized team. Ultimately Rammus is fast and fun, just like Dominion.
